Why do employees and students have to pay for parking at the University of Idaho?
The University of Idaho Parking System is an auxiliary service and as such is self-sustaining. No student fees or tax payer funds are used to fund the parking system. The primary source of funds for Parking and Transportation Services comes from parking permit sales and the collection of parking citation penalties.
As a self-sustaining department Parking and Transportation Services relies on revenue from system users to finance the improvements, operations and maintenance of the system. Capital expenses and University obligations make up a significant portion of the parking system budget.
Parking and Transportation Services must maintain a financially healthy self-sustaining parking system that continually works toward meeting the maintenance needs of existing parking facilities and the future requirements of a growing campus.
I purchased a parking permit and I pay to park on campus, where is my money going?
The revenue that Parking and Transportation Services receives is returned to campus users in the provision of the following services:
· Regulation enforcement
· Lot maintenance, repair and improvements
· Labor, equipment, supplies and other costs associated with the administration of parking services
· Payment of bonds used to finance construction of past projects such as the parking
lot on Sweet Avenue and the lots west of the Kibbie Dome
· Payment of costs associated with the provision for parking citation appeals
· Supplementation towards operating and capital equipment funding and continued
University transportation provided by Wheatland Express and Moscow Valley Transit
If revenue is supposed to be going to lot maintenance and repairs, why don’t I see any improvements and why do some of the lots seem to be getting worse?
Parking and Transportation Services does not have an extraordinary amount of surplus funds every year. Parking has approximately $600,000 - $1 million in deferred maintenance; the amount allocated to maintenance and repair has not been as significant as it should be. In the last 10 years an emphasis has been on constructing more parking spaces (lots 60, 66, 15, 62, and the SRC lots). Not only do we need to repair the deferred maintenance but continue yearly maintenance to avoid future back logs of damages. The deferred maintenance cost is beginning to have a domino effect and must be addressed immediately. As more money is budgeted for maintenance and repair and as capital reserves are built up, you will begin to see more maintenance and improvements in the lots. Please note that almost all maintenance occurs during summer months when most people are not on campus, so it is not as obvious when the actual work is occurring. During the summer of 2006 Parking and Transportation Services was able to repair $107,000 worth of parking lots, mostly from the parking reserve. During the summer of 2007 some of the highest priority lots were improved, this reached a total of $130,000 in repair costs.
PERMIT QUESTIONS
When will my 07-08 permit expire and when will permit sales begin next year?
The 07-08 academic year permits will expire August 1, 2008. Parking permits for the 08-09 academic year will go on sale online beginning June 26, 2008. Permits will go on sale in the parking office beginning July 10, 2008.
I am only on campus 2 days per week what are my permit options for parking on campus?
You can purchase a blue ($59) or red ($131) academic year permit; this is the most cost effective option. You could purchase 10 day red ($25.00) or blue ($15.00) permits, and as these fill up new 10 day permits will need to be repurchased. One day red permits are also available for $2.00 each.
Can I continue to use my on campus housing permit after I have moved off campus?
No. Doing so may result in a citation for illegal use. On-campus housing permits (Silver, Purple, Magenta and Green) are only valid while the permit owner is residing in an on-campus residence.
Why am I responsible for a citation if someone else uses my permit or car?
Permits are issued to a person. When a citation is written and the vehicle is displaying a permit, the permit owner holds responsibility for that citation.
I have a permit, but forgot to display it and was cited. What can I do?
Parking Regulation C-1 describes what a permit owner
may do if cited for failing to display their permit: Citations for failing to display
the proper permit can be submitted for cancellation, at the Parking Office, with
proof of a valid permit. A $5 surcharge must be paid at the time of cancellation.
This must be done within 15 days of the citation or the full fine will remain.
PARKING ON CAMPUS – SPECIFIC QUESTIONS
There is never a place to park on campus. Why?
Unfortunately this is a perception some hold of campus parking. Although parking may be difficult to find right next to your class or work building during some time periods there is a surplus of available parking on campus, even at the highest peak usage times. Based on fall 2006 survey data, the following numbers of parking spaces were available during peak usage times:

What is the most efficient way to find a place to park on campus?
It is important to purchase a permit and then have a destination lot where that permit is valid. However, in the event that your destination lot is full, it is also important to have a backup lot to park in that you know is not usually a full lot. Knowing where you plan to park before coming to campus will not only save a large amount of time, but it will also ensure that you will leave yourself enough time to park and walk to your destination, rather than searching for a parking space in a rush, and risking receiving a citation.
What if I am spending the night at the dorms, can I park overnight near the dorms with my purple permit?
Silver lots, red lots and the meters surrounding the residence halls are not enforced after 5pm. However, enforcement begins at 6am in these areas, so without the proper permit or payment on the meter a purple permit holder will receive a citation at 6am.
Is it ok for me to park at the Student Recreation Center and then walk to class elsewhere on campus?
No. This is a violation and a citation valued at $50.00 may be issued to you. The SRC parking lots are for those using the student recreation center only and are not commuter lots for off campus students or employees.
I need to load or unload something from a building in the core of campus; can I get a permit to park on the campus walkway?
Students, faculty, staff and visitors may request a one day service/delivery permit to access the campus walkway when needing to load or unload large or heavy materials at a building in the core of campus. One must park in a designated space on the walkway; see the Campus Core Map for details on where these spaces are located.
I just need to run something in to a building but there is not a close place to park, is it ok to park in a fire lane or yellow curb with my hazard lights on?
No. Yellow curbs designate fire lanes and no parking areas, these need to remain open and clear of traffic at all times in case of a fire or other emergency. If a vehicle is parked on a yellow curb or in a fire lane it will be cited, hazard lights will not prevent the vehicle from being cited.
Why has the on-street parking been converted to permit required streets?
One of the goals for Parking
and Transportation Services is to ensure that all users of the parking system contribute
toward the system. When this goal is not being met permit holders who are paying
for their parking service are actually subsidizing the “free” parking on campus
and this is unfair. In addition Parking and Transportation Services revenue is not
exceeding its expenses and this is needed in order for this department to
maintain a financially healthy self-sustaining parking system.
Is the rest of "free" on-street parking going to be converted to permit required streets?
Parking and Transportation Services will continue to work towards meeting the goal of ensuring that all users of the parking system contribute toward the system. In the future proposals to permit the remaining free on-street parking on Perimeter Drive will be opened up for discussion.
Why was Lot 52 at Guy Wicks Field closed?
The gravel drive lane that accesses lot 52 is currently less than 20 feet wide. This does not meet fire code, the University was told by the Fire Marshall to improve the drive lane or close the lane. The money required to invest into this lot in order to improve it is needed to be used on higher priorities across campus lots. Lot 52 has been blocked off and made a “Service Access” only road.
PARKING ENFORCEMENT QUESTIONS
What are the hours of enforcement on campus?
The University parking regulations need to be followed at all times. The regulations are enforced 24 hours. Refer to the Enforcement Page for details on general and daytime regulation enforcement.
What areas on campus are enforced over holidays and summer break?
All Gold lots, Green lots and meters are enforced year round, as well as the campus walkway, reserved spaces, disability spaces, service/delivery spaces, fire lanes, no parking areas and any other restricted area or space. This applies to Thanksgiving, Winter and Summer Break.
Can I park on campus without a permit after 5:00PM? Are certain areas on campus really enforced until 9pm?
In most areas on campus a permit is not required after 5pm. However, there are numerous spaces that are enforced until 7pm, 9pm or 24 hours. Check the signage at the lot entrance and at the space that you are parking at after 5pm. Some permit spaces and some meters are enforced until 9pm, many reserved spaces are enforced until 7pm, or 24 hours. All disability spaces, service/delivery spaces, fire lanes, no parking areas and the campus walkway are enforced 24 hours. WHAT DO I DO QUESTIONS
I feel I received a citation in error, what do I do? How do I appeal a citation?
If you feel you received a citation in error or that you had extenuating circumstances where you could not prevent your vehicle from being cited you have the option of appealing your citation. The process to appeal a citation is online at the appeals page. Once you have appealed the citation you will not have to pay the associated fine until you hear the results of your appeal from the parking committee, this usually takes approximately 3 weeks.
I put money in the meter but no time registered, what do I do?
Do not park at the meter, if the meter is reading fail or simply will not add time when money is given move to a different parking space or you may receive a citation. A failed or malfunctioning meter automatically converts to a “no parking” space. Contact Parking and Transportation Services at 885-6424 or parking@uidaho.edu and notify them of the broken meter and its location.
My car broke down and the parking office is closed, I really don’t want to get a ticket, what do I do?
Contact Parking and Transportation Services at 885-6424 or email parking@uidaho.edu notifying us of your vehicle description and location and when it is scheduled to be removed.
I received a yellow sticker warning on my window saying I am eligible for a wheel lock, what do I do?
This warning was given to you because you have an outstanding ticket balance and we do not have billing information. You need to come into the Parking Office and provide your name and address for billing purposes, if this is not done within 24 hours of receiving the warning, your vehicle will be eligible for wheel lock/immobilization.
SPECIAL EVENT PARKING QUESTIONS
I am having an event on campus, what do I need to do in terms of parking?
If you are having visitors or guests to campus that are unfamiliar with parking it is crucial that you notify them of the parking system on campus and request visitor permits for your guests from the Parking Office. If you are having a larger event, contact Parking and Transportation Services at 885-6424 or email parking@uidaho.edu so that accommodations can be arranged.
Parking and Transportation Services can provide the Vandal Trolley for shuttle service and tours for events. Event maps can also be provided specific to your event location that will help guests find their way. Signage and parking equipment rental is also available, view the events page or contact Parking and Transportation Services for more information.
Where can I park on campus for a UI football game?
Many of the lots surrounding the Kibbie Dome are reserved during UI home football games. View the Vandal Game Day Event Map for more details. Areas that do not require a permit are general parking, lots 19, 56 and 17 as well as Perimeter Drive, Stadium Drive and all Silver Lots.
MISCELLANEOUS QUESTIONS
What happens if I do not pay or appeal a citation I received?
If you do not pay or appeal a citation within 15 days of receiving it the associated fine will be billed to your student or employee account. Students will not receive their diploma until their student account has a zero balance. Parking and Transportation Services also contracts with the Idaho and Washington DMV and collections agencies to pursue collection on unpaid citations. Unpaid and ignored citations may also result in your vehicle being wheel locked or immobilized.
I received a parking citation; will this go against my driving record or affect my car insurance rates in any way?
No. University issued parking citations are associated with your student/employee account only and no citations received will be placed on driving records.
