A. INTRODUCTION
The mission of Parking and Transportation Services is to provide safe, convenient and cost effective services to the University of Idaho. The Parking & Transportation Services program at the University of Idaho is a user-based system. Income derived from the sale of parking permits and collection of monetary penalties assessed under these regulations is used for the administration, maintenance, and improvement of parking facilities.
The University of Idaho is considered a pedestrian campus. The campus core streets are closed to unauthorized traffic to provide a pedestrian walkway system. Bicycles and motor vehicles that share the walkway must yield to pedestrians and observe a 5 MPH speed limit.
Access permits are required year-round, 24 hours a day, to enter the Campus Walkway System. Access is granted for service vehicles, people with disabilities, and essential functions with prior approval. Access permits are available during office hours at the Parking & Transportation Services office and after hours at the Moscow Police Department, 118 E. 4th Street. Access is limited to 30 minutes. General parking is prohibited in the campus core.
Regulations are enforced at all times, 365 days per year. Exceptions to this enforcement will be prominently posted at individual colored areas, and/or posted on the Parking & Transportation Services website. As a rule, colored permits will NOT be required during Thanksgiving, Christmas, Spring and Summer academic breaks, except in Gold and Green lots.
Regulations apply to all persons who park vehicles at the University of Idaho Moscow campus and as designated by the parking map. Please contact Parking & Transportation Services for exceptions at 645 W. Pullman Rd, Moscow ID, 83844-1201 or (208) 885-6424. Lack of familiarity with the regulations does not constitute a defense for failure to comply.
Please observe the signs that designate permit parking zones. Information on co-jurisdiction with the City of Moscow is outlined in section G.3.
On special occasions, and in emergencies, the University may temporarily alter these regulations or impose additional ones. Parking & Transportation Services may preempt the use of certain lots or streets for special events and reserves the right to charge a fee for parking at these events. Those needing event parking services should contact Parking & Transportation at 645 W. Pullman Rd, Moscow ID, 83844-1201 or (208) 885-6424.
No overnight camping/parking is permitted. Exceptions must be approved ahead of time by Parking and Transportation.
Parking or storage of trailers, RVs and golf carts is not allowed.
Changes to parking lots and regulations may occur without republishing these regulations. Posted signs, as well as information posted on the Parking and Transportation Services website; act as an advisory of regulations that are currently in effect.
The University assumes no liability for loss of or damage to vehicles or their contents while on University property or within University administered parking facilities.

The purchase of a University parking permit DOES NOT guarantee an individual a parking space.
The Parking and Transportation Services office should be contacted immediately in any instance where a vehicle has parked illegally/inappropriately in a space that has been reserved by the University.
B. GENERAL REGULATIONS/DEFINITIONS
General Parking Regulations will be enforced at all times, 365 days per year with the exceptions previously stated. The definition of park/parking, as it relates to campus regulations is: The placement or standing of a vehicle, with or without a driver in attendance, and with or without the engine running.
1. NO PARKING ZONES: Parking is prohibited on landscaped areas, by yellow curbs, and where a no parking space is defined. In parallel parking areas, vehicles must park with right wheels to the curb, except on one way streets were parking on the left is acceptable. Spaces are defined by signs, markings on the pavement, parking bumpers (in gravel lots), or parking meters. See G6 for incremental fine increase regulations.
2. DISABLED SPACES: Only vehicles displaying valid disability placards, permits, or license plates may use designated disability spaces.
3. TIMED SPACES: Designated timed spaces may be used by individuals for up to the posted time with no permit requirements. A vehicle may not be moved within the same timed area just to avoid a penalty. Multiple citations may be issued after 2 hours for a continued violation. See G6 for incremental fine increase regulations.
4. OBSTRUCTING TRAFFIC: No vehicle, including service vehicles, may park in such a manner as to impede access for emergency services, lot maintenance equipment, sanitation services, or in a manner which would unduly restrict pedestrian or vehicular traffic. Vehicles in violation are subject to possible wheel lock/impound as outlined in G.7.
5. OVERSIZED VEHICLES PROHIBITED: All vehicles must fit within a single parking space. Any vehicle that cannot fit within a single space must obtain permission from Parking and Transportation Services and must be parked so that lines of sight necessary for safe driving are not blocked. Vehicles in violation are subject to possible wheel lock/impound as outlined in G.7.
6. DISABLED VEHICLES: In the event that a vehicle is disabled, notify Parking and Transportation Services immediately. Disabled or inoperative vehicles may be cited after 48 hours, even with a valid parking permit. Vehicles in violation are subject to possible wheel lock/impound as outlined in G.7.
7. ILLEGAL USE: Display or possession of a permit for which the driver is not eligible, or any counterfeit or altered permit, constitutes an illegal use. Acquiring a permit under false pretenses invalidates the permit and constitutes an illegal use when used and/or found on campus. Criminal prosecution may result. Vehicles in violation are subject to possible wheel lock/impound as outlined in G.7.
8. FAILURE TO COMPLY: Drivers failing to comply with specific instructions from parking personnel will constitute a violation subject to enforcement and monetary penalties. Vehicles in violation are subject to possible wheel lock/impound as outlined in G.7.
9. RESTRICTED AREAS: This is any area with access restricted as outlined in Section D.9. In addition, certain parking areas may be closed preceding special events and regulated according to the needs of that special event.
10. UNREGISTERED VEHICLES: All vehicles parked on University property must display current license plates and registration tags. All expired or unregistered vehicles are subject to citation or removal from University lots. Vehicles in violation are subject to possible wheel lock/impound as outlined in G.7.
11. Specific Residential Areas: All Green lots are enforced at all times.
12. SERVICE SPACES: Service spaces are restricted to Service permits only. Service permits are valid in service spaces, delivery spaces (time restrictions apply), general permit spaces, designated Campus Walkway spaces, and meters. Temporary Service permits will be issued on a case-by-case basis by Parking and Transportation staff, with time and location limitations. Service spaces are not to be used for long-term storage or overnight parking. Departments seeking these services should apply for an exempt vehicle reserved space. Vehicles in violation are subject to possible wheel lock/impound as outlined in G.7.
13. DELIVERY SPACES: Delivery spaces are intended to provide short-term parking only for those with Delivery or Service permits. Sixty-minute time limitations are enforced in delivery spaces for all users. Temporary Delivery permits will be issued on a case-by-case basis by Parking and Transportation staff, with time and location limitations. Delivery permits are limited to 30 minutes on the Campus Walkway unless otherwise authorized. Vehicles in violation are subject to possible wheel lock/impound as outlined in G.7.
14. LOST/STOLEN PERMIT: Use and/or display of an individual permit recorded as "lost/stolen" will constitute a "lost/stolen" use, subject to fine/enforcement (see "monetary penalty" schedule). Criminal prosecution may result. Vehicles in violation are subject to possible wheel lock/impound as outlined in G.7.
15. FIRE LANE: Parking in a fire lane by vehicles other than emergency vehicles is prohibited. Fire lanes are painted yellow and/or have posted signage. Vehicles in violation are subject to possible wheel lock/impound as outlined in G.7.
16. EXEMPT PLATE RESERVED: Exempt Reserved spaces are to be used by tax-exempt vehicles only. Departments seeking reserved spaces should apply for a yearly Exempt Reserved space. The yearly rate is equivalent to a gold permit. Vehicles in violation are subject to possible wheel lock/impound as outlined in G.7. All exempt plate vehicles must be stored overnight in the posted exempt plate areas at facilities management or must park in an exempt reserved space purchased by individual departments. Exempt vehicles are not to park overnight in any other areas of campus, including residential
lots and lot 60. Contact Parking and Transportation Services for identified locations for storage of department vehicles. Between 6am and 5pm tax-exempt vehicles can
park in any colored space, meter or timed space without payment or time restrictions.
17. WHEEL LOCKS: If a vehicle is immobilized, refer to outline in Section G.7.
C. DAYTIME, SUMMER AND ACADEMIC BREAK REGULATIONS
General daytime regulations are enforced Monday through Friday, 6:00 a.m. to 5:00 p.m.. Specific enforcement time may be posted at individual spaces. Daytime regulations are enforced in addition to general regulations and definitions.
1. PERMITS REQUIRED: A vehicle parked in a permit area must properly display a valid permit. Permits may be transferred to any vehicle, and/or eligible driver. The permit holder is responsible for all citations received while permit is displayed.
Permit holders who receive a permit violation for failing to display their permit in the respective colored lot may reduce the fine from $30 to $5 upon proof of permit ownership. This must be taken care of at the parking office within 15 days of receiving the citation or the full fine will remain. The $5 is an administrative fee to assist in covering the costs associated with citation issuance and cancellation procedures.
2. RESERVED SPACES: All vehicles that park in a reserved space must display an authorized reserved space placard or a tax-exempt license plate authorized for that parking space. Personal reserved spaces are enforced Monday-Friday 6:00AM to 9:00PM, unless otherwise posted. Other reserved spaces vary in enforcement times. Vehicles in violation are subject to possible wheel lock/impound as outlined in G.7.
3. METERS: A vehicle may be parked in a metered space only as long as the time remaining displayed on the meter, or when an appropriate permit is displayed. Multiple citations may be issued (every 2 hours) for an expired meter. It is the responsibility of the driver to notify Parking Services immediately of any meter malfunction. If a meter becomes disabled, it is considered a no parking area if not in a color coded lot. If within a color permit area malfunctioning meters will revert to the color permit space. If a meter malfunctions the driver should notify Parking Services immediately and move to another space. Individual enforcement times are posted at each meter.
4. MOTORCYCLE PARKING: Motorcycles may park only in designated motorcycle parking areas. Areas shown on the parking map are reserved for motorcycle parking; permits are not required for motorcycle parking areas. Motorcycles accessing a regularly marked parking space must clearly display a valid permit or will be subject to citation. Contact Parking Services for permit display options.
5. SPECIFIC USE AREAS: Areas that are signed or designated for a specific use will be enforced. Specific use areas such as the Student Recreation Center (lots 107-108) and the Golf Course (lot 44) are to be used only by those that currently qualify for their use and are legitimately using these facilities.
SUMMER ENFORCEMENT
Beginning on the Monday following the last day of the Spring semester through the Friday prior to the first day of the Fall semester, summer enforcement is in effect. During the summer Gold lots, Green lots, meters and all specially marked spaces are enforced regularly.
Gold lots require valid permits from 6am to 5pm, Monday through Friday. Green lots require valid permits at all times. Meter payment is required between 6am and 5pm, Monday through Friday; some meters are enforced 24 hours, check individual meters for accurate enforcement times. All specially marked spaces: disability, reserved, service, delivery, timed, walkway spaces, no parking areas, fire lanes and yellow curbs are enforced at all times.
During the summer break permits are not required in all Red, Blue, Silver, or Purple lots. No parking violations and specially marked spaces are enforced in these lots at all times.
D. PARKING LOT CLASSIFICATION/ZONES
The classification and/or the identifying number of each parking area is indicated on the Parking Map and posted at the entrance to each parking area. Campus parking maps are to provide general parking identification only. A permit valid for the specific color is required for all private vehicles, unless parked at a meter.
1. GOLD: Gold permit required. Parking is prohibited between the hours of 2 a.m. and 6 a.m. in Gold lots and all other areas posted as "NO OVERNIGHT PARKING". Parking & Transportation Services may grant exceptions. Gold permits may park down to Red/Blue lots. A Gold permit is required to park in Gold lots during summer and academic breaks.
2. RED: Red or Gold permit required. Parking is prohibited between the hours of 2 a.m. and 6 a.m. in Red lots and all other areas posted as "NO OVERNIGHT PARKING". Parking & Transportation Services may grant exceptions. Red permits may park down to Blue lots. No permit is required to park in Red lots during summer and academic breaks.
3. BLUE: Blue, Red, Gold or Residential permit required. No permit is required to park in Blue lots during summer and academic breaks. No overnight parking is allowed except in lot 60 (located on Sweet Avenue), lot 30 (Facilities Complex), and lot 45 (Blake Ave.). Blue permits are valid in blue lots only.
4. SILVER: Silver permit required. Overnight parking is allowed. These lots are for current residents of University Residence Halls only. Silver permits may park down to Blue lots. No permit is required to park in Silver lots during summer and academic breaks.
5. GREEN: Green permit required. Overnight parking is allowed. Family Housing, Graduate Student Housing and Elmwood Apartment parking areas are provided for the use of current residents. Permits are non-transferable between these units and parking lots associated with each housing area. Green permits are available only to students and immediate family members residing in those areas. There is a maximum of two Green permits per individual unit. Green permits may park down to Blue lots. A Green permit is required at all times to park in Green lots. Elmwood and Graduate Student Housing residents are allowed only one permit. Those living in certain Family Housing units may apply for access to the campus walkway system at Family Housing through University Residences. If granted, Family Housing green permits must be displayed while on the walkway system and a limit of 30 minutes for loading/unloading will apply at all times.
6. PURPLE: Purple permit required. Overnight parking is allowed. Residential parking provided for current residents of Greek Housing located in the "old Greek" areas of campus (see map - Elm St., University Ave., Idaho Ave., etc.). Purple permits may park down to Magenta/Blue lots. No permit is required to park in Purple lots during summer and academic breaks.
7. MAGENTA: Magenta permit required. Overnight parking is allowed. Residential parking provided for current residents of Greek Housing, located in the "new Greek" areas of campus (see map - Nez Perce Drive, Blake Ave.). Magenta permits may park down to Purple/Blue lots. No permit is required to park in Magenta lots during summer and academic breaks.
8. TURNOVER LOTS: Parking provided for visitors, metered parking, and short-term parking. All permits allowed are subject to specific lot/street/area restrictions and guidelines.
9. RESTRICTED AREAS:
a. Access/parking on the Campus Walkway System and Lot 27 is restricted to vehicles displaying Handicap permits and authorized exempt vehicles with authorized Service or Delivery permits. Exempt vehicles are not to be housed in the walkway unless a space is signed as reserved. Individual vehicles are eligible for special access permits on a case-by-case basis. These permits are subject to time limitations. No overnight parking or camping allowed. Parking is permitted in designated/marked spaces only.
b. Lots 26 and 27 are controlled access areas and are closed to parking except to exempt vehicles and those with access permits issued by Parking & Transportation Services.
c. Certain lots may be closed before special events and regulated according to the needs of that event.
d. Authorized permit parking is allowed in marked spaces only.
e. Authorized Family Housing permit holders may access the Campus Walkway at Family Housing for the purpose of loading and unloading. Parking is limited to 30 minutes.
10. METERED SPACES: Colored permits and visitor permits are not valid for parking in metered spaces. Display of a Departmental, Vendor or Service permit allows 2 hours parking in a metered space. Display of a Delivery permit allows 1 hour parking in a metered space. When a meter in a permit lot becomes nonfunctional and/or is removed, that space reverts to a regular colored permit space; if in a non-permit area, it will be considered a no parking area.
11. Visitor parking permits are required for visitors to the campus while school is in session in order to park in any of the colored lots. Permits are required in gold and green areas during academic breaks. See section I for additional visitor information.
E. PARKING PERMITS/DEFINITIONS/COLORS/RECIPROCITY
Parking permits are sold on the web at http://uidaho.edu/parking and at the Parking office. These permits correspond to color-coded parking areas as reflected in the Parking Map.
The 2007-2008 permits are valid from date of purchase through August 1, 2008. Please contact Parking and Transportation Services for current pricing; permit prices are pro-rated throughout the academic year and may be returned for a pro-rated refund before April 30 of the particular academic year.
GOLD: Permits sold to board-appointed faculty and staff only. An individual faculty or staff member may purchase only one Gold permit. The Manager of Parking and Transportation Services may grant a waiver of these restrictions on a case-by-case basis. Any employee leaving a board-appointed position is not eligible to continue using a Gold permit.
Half-price Gold permits are available to staff who work at night and receive a night-shift differential from the University. These permits are only valid during the employee’s regular work shift. Night time differential permits will have special designations on the permit.
RED: Red permits are open to all University faculty, staff and students. Individuals may purchase only one Red permit. Permits are transferable between vehicles with eligible drivers. Permit owner assumes responsibility for any vehicle while permit is being displayed, unless reported lost/stolen.
Half-price Red permits are available to staff who work at night and receive a night-shift differential from the University. These permits are only valid during the employee’s regular work shift. Night time differential permits will have special designations on the permit.
BLUE: These permits are open to all University faculty, staff and students, as well as visitors to campus. Individuals may purchase only one Blue permit. Permits are transferable between vehicles. The permit owner assumes responsibility for the vehicle in which the permit is being displayed, unless reported lost/stolen. Overnight parking is permitted in blue lots 60, 30 and 45 only.
SILVER: These permits are for current residents of the University Residence Halls. If a student leaves the Residence Halls, the student must return the permit and may be eligible for a pro-rated refund or a credit toward another permit (see refund schedule at Parking and Transportation Services). Purchasing another permit in addition to or in place of a Silver permit is permissible. Parking restrictions/rules for each individual permit will be applied (i.e. only Silver permits allowed in Silver areas).
GREEN: These permits are for current residents of University Family Housing (South Hill/South Hill Terrace/South Hill Vista Apartments/GSR/Elmwood Apartments) only. Permits are not valid in Green areas other than your own apartment complex (Refer to D.5). Green permits are required at all times. Visitors must display a valid visitor permit.
If a student/family moves out of University Family Housing, the Green permit is no longer valid and must be turned in. If eligible, a pro-rated refund or credit toward another permit (see refund schedule at Parking and Transportation Services) may be applied. Purchasing another permit in addition to or in place of a Green permit is permissible. Parking restrictions/rules for each individual permit will be applied (e.g., only Green permits allowed in Green areas).
Those living in University Family Housing may purchase one additional Family Housing permit, if space is still available. The second permit may be restricted to specific parking areas to increase the availability of parking spaces close to apartments. A maximum of two Green permits are allowed per individual unit. Elmwood residents are allowed only one permit. See Section 9-e. for Family Housing Walkway regulations.
FH VISITOR: Family Housing residents have the option of obtaining one Family Housing Visitor permit per apartment after purchasing a Green housing permit. This permit is valid only in the Green permit lots associated with each housing unit. Family Housing Visitor permits are intended for occasional visitor use while visiting residents of Family Housing. Family Housing Visitor permits are not to be used in any vehicle owned or operated by a resident of Family Housing. Improper use of the permit will result in citation, vehicle impoundment and the visitor permit being revoked.
PURPLE: These permits are for current residents of Greek housing located on Elm St., Blake St., Idaho Ave., Deakin Ave., and University Ave. (see map). If a student moves out of Greek housing the Purple permit is no longer valid and must be returned; a pro-rated refund/credit may apply. Purchasing another permit in addition to or in place of a Purple permit is permissible. Parking restrictions/rules for each individual permit will be applied (i.e., only Purple and Magenta permits allowed in Purple areas).
MAGENTA: These permits are for current residents of Greek housing located on Nez Perce Dr. (see map). If a student moves out of their residence, the Magenta permit is no longer valid and must be returned; a pro-rated refund/credit may apply. Purchasing another permit in addition to or in place of a Magenta permit is permissible. Parking restrictions/rules for each individual permit will be applied (i.e., only Magenta and Purple permits allowed in Magenta areas).
DISABILITY: Persons who are certified by a physician as mobility-impaired may request special short-term parking permits, at a prorated charge, at Student Disability Services. These permits are honored in campus areas defined in regulation section "J". State issued disability permits or license plates are honored in campus parking areas as described in regulation section "J". Alll disability permits and plates must be accompanied by a University of Idaho Parking DSS permit. Temporary disability permits issued by Parking and Transportation Services are limited to one 3-month period. If a longer period of time is needed, requests should be addressed to the State of Idaho. See section J. for additional details on Disability Parking.
RETIREE: Retired University of Idaho employees may be eligible for a complimentary Gold (Retiree) permit. Permits allocated to retired University employees are for use only by the retiree and not by current UI employees, students, other family members, etc. Such permits may not be sold, lent, or otherwise transferred. Retiree permits are valid in all Gold/Red/Blue parking areas.
VENDOR: These permits are available to individuals and businesses not associated with the University. Proof of vendor employment (i.e., business card) must be submitted prior to purchase. Parking and Transportation Services may grant exceptions to this regulation. A vendor permit authorizes the vehicle to park in all colored permit lots (excluding Service and Delivery permit required spaces) and also serves as an access permit to the Campus Walkway System (subject to a 30 minute time limit in "campus walkway permit" spaces). Parking is limited to two hours in a timed space. Vendors needing Service or Delivery permits should submit an additional application to Parking and Transportation Services.
DEPARTMENTAL:
A Departmental permit allows parking for up to 2.5 hours in meters and colored permit spaces while attending meetings or doing work-related errands away from the office.
Applications are available online at the bottom of the
permits page. Each University department may apply for one Departmental permit at no charge; additional or replacement permits must be purchased at the current price.
Departmental permits are not valid in reserved spaces, Service/Delivery spaces,
disability parking spaces, no parking zones or on the Campus Walkway. Departmental permits are not intended for daily parking and are subject to revocation for continued misuse. Departmental permits are not valid for student use.
DELIVERY: Delivery permits are granted to vendors (after a Vendor permit is purchased and a Delivery permit application is approved) and to University vehicles that make frequent deliveries within the campus community. Temporary Delivery permits are available on a case-by-case basis. Delivery permits allow access to the Campus Walkway System for 30 minutes and parking in Delivery spaces, meters and colored permit spaces for up to 60 minutes. A maximum of ten daily Delivery permits will be issued per person, per semester/summer (Mid-May to the beginning of Fall semester) for non-university employees or non-students. Delivery permits are NOT valid in Service spaces.
SERVICE: Service permits are granted to vendors (after a Vendor permit is purchased and the Service permit application is approved) and University vehicles that provide daily service to the campus community. Daily Service permits are available on a case-by-case basis. Service permits allow access to the Campus Walkway System and service spaces. Yearly Service permits allow parking in Service spaces up to two hours and Delivery spaces up to 60 minutes. Service permits also allow parking in meters and colored permit spaces for up to two hours. A maximum of ten daily Service permits will be issued per person, per semester/summer (Mid-May to the beginning of Fall semester) for non-university employees or non-students. These permits are subject to time limitations, and are not intended for all day use. Temporary Service permits are not valid in service spaces on the walkway. They may only be used in campus lots and streets.
SELECT (10 Day): These permits address the needs of the occasional user of campus parking facilities. 10-Day Red and blue permits are available to anyone, while a 10-Day Gold permit is restricted to board-appointed faculty and staff.
DAYCARE: This permit is for temporary parking purposes only and covers all campus child education programs while in progress. This permit allows 15-minute parking in any lot to pick up or drop off a child. Vehicles must park legally in a permit space. Daycare permits are not valid in metered spaces.
VISITORS: Refer to section "I" of the regulations for visitor permit information.
MEDIA: Media permits are issued for media personnel working on campus. Proof of media employment (i.e., business card) must be submitted prior to the permit being issued. They are not valid for U of I employees while working for the University or students while attending class. Media permits are valid in any permit space in a colored parking lot on campus. Media permits are also valid for up to two hours in meters and timed spaces. Media permits are not valid on the Campus Walkway, in Handicap spaces, Reserved spaces, Service or Delivery spaces, or for any form of illegal parking.
PERMIT DISPLAY: A parking permit must be affixed to the windshield and clearly visible. Permit should be positioned within seven inches of driver’s side lower corner of the windshield. All permits must be clearly readable from outside the vehicle. Any alteration of a permit is a violation of the regulations.
CAR POOLS: The University encourages the formation of car pools; two or more drivers may share in the purchase of a permit and rotate its use among their vehicles. The original purchaser may NOT transfer a permit to another person other than the original purchaser(s).
The Palouse Clearwater Environmental Institute (PCEI) serves as a regional carpool information clearinghouse. For information, call 208-882-1444.
REPLACEMENT PERMITS: Replacement permits for any individual purchased permit may be issued to the original permit holder for a $10.00 charge. If the identifiable remnants of the original are not turned in to Parking & Transportation Services the owner must sign a sworn affidavit declaring the permit lost, stolen, or cancelled.
PERMIT REVOCATION: A parking permit may be voided or revoked for the following reasons:
-Termination of the permit holder's eligibility for the type of permit concerned;
-False information given on the application for a parking permit or a replacement;
-Continued violation of regulations or nonpayment of penalties assessed;
-Use of a counterfeit parking permit or alteration of a permit; or
-Improper or fraudulent use of a permit.
RECIPROCITY
All faculty, staff, students, or employees of other activities or agencies must display a permit from their current respective university. This is determined by who issues your paycheck, or in the case of a student, university of enrollment. Parking regulations provide that any attempt to use a parking permit from a reciprocal university instead of a permit from your university of record may result in a fine.
WSU: The University of Idaho and Washington State University have developed a cooperative parking agreement for the purpose of enhancing the accessibility to either campus for faculty, staff, and students participating in cooperative programs. UI permit holders should consult WSU Parking Services with any questions at 509-335-9684.
Selected parking permits from each university have been deemed valid in specific parking areas as outlined below. Short-term and select permits correspond to the color of lot for which they are issued.
The following applies to UI permit holders who wish to park at WSU:
1. UI Gold, Departmental and Retiree permits are valid in WSU Green, Yellow, Red, and Blue lots.
2. UI Red permits are valid in WSU Yellow, Red, and Blue lots.
3. UI Blue permits are valid in the WSU Blue lots.
4. UI Visitor, Vendor, and Daycare permits are not valid at WSU.
5. No UI parking permits are valid in WSU Orange (parking structures), student resident Gray lots, or housing lots.
The following applies to WSU permit holders who wish to park at UI:
1. WSU Orange, Green, and Golden Cougar permits are valid in UI Gold, Red, and Blue lots.
2. WSU Yellow, Red, Gray, and Crimson permits are valid in UI Red and Blue lots.
3. WSU Blue permits are valid in UI Blue lots only.
4. WSU housing permits and visitor permits are not valid at the University of Idaho.
5. No WSU permits are valid in UI Silver, Purple, Magenta or Green residential lots.
LCSC: The University of Idaho and the Lewis Clark State College have developed a cooperative parking agreement for the purpose of enhancing the accessibility to either campus for faculty, staff and students participating in cooperative programs. LCSC Blue and Red permits are honored in UI Red and Blue lots only - not in Gold lots. UI permit holders should consult the LCSC Security Department for further information at 208-792-2226.
UNIVERSITY OF IDAHO-IDAHO FALLS: The Moscow and Idaho Falls campuses of the University of Idaho have developed a reciprocity agreement to enhance the accessibility between campuses for faculty, staff, and students.
1. All legitimate, general colored Moscow campus permits will be valid in all Idaho Falls general permitted lots.
2. All legitimate Idaho Falls campus general permits will be honored in Gold, Red, and Blue Moscow campus lots.
F. MOTORCYCLES/BICYCLES
For the purpose of these regulations, any motorized two-wheeled vehicle is considered to be a motorcycle. No motorized vehicles may be parked at bicycle racks. Permits are not required for parking in designated motorcycle parking areas that are indicated in black on the Parking Map. However, parking in metered spaces does require payment. Motorcycle operators who wish to park in permitted vehicle spaces should consult with Parking and Transportation Services.
Bicycles are to be parked in bicycle racks or in areas that do not impede the means of access to or from buildings, or congest or constrict emergency-access routes, driveways, loading docks, or walkways.
Prohibited parking locations for bicycles include, but are not limited to: stairways and stairwells, hallways, building entrances, and handicap access ramps. It is prohibited to chain or, in some other manner, to connect a bicycle to handrails, trees, or shrubbery.
All bicycles on campus must be licensed with the Moscow Police Department. Motorcycles or bicycles parked so that they constitute a safety problem, or that may potentially harm vegetation on campus, may be impounded without warning. The University will not be responsible for damage to property incidental to the removal process. Abandoned bicycles will be tagged and then transported to the Moscow Police Department.
G. AUTHORITY/ENFORCEMENT AND PENALTIES
1. University Parking and Transportation Services personnel have been empowered by the University of Idaho Board of Regents to issue citations for violations of these regulations, and to administer a Parking and Transportation Services program.
2. Associated with the University of Idaho campus, all University, city and state traffic regulations, and rules covering the operation and disposition of motor vehicles will be applied, including all civil and criminal procedures. Failure to comply may be cause for official action, including criminal prosecution and civil fines.
3. Non-University agencies with jurisdictions overlapping those of the University are also authorized to enforce appropriate Local, State, and Federal parking regulations independently.
4. Citations will be billed to the individual accounts of faculty, staff, and students when such billing information is available.
A. Fines must be paid or appealed within 15 days of issuance. After 15 days a citation will not be eligible for appeal.
Monetary penalties may result in a hold being placed on student accounts, which affects the ability to register for the following semester or receive a diploma. Monetary penalties may result in payroll deduction for University employees. Unpaid citations may be sent to a collection agency. Multiple tickets may cause a vehicle to be declared a nuisance and subject to wheel lock or impound (see Section G.7)
When a vehicle is found to be in violation, fines are assessed in the following order:
- The person who purchased the University permit if a permit is displayed;
- The son, daughter, spouse, or ward of the registered owner enrolled in or employed at the University;
- Registered vehicle owner, company, corporation, or firm in whose name the vehicle is registered with the Idaho Department of Licensing or the corresponding agency of another state or nation.
5. MONETARY PENALTIES SCHEDULE
Monetary penalties are established in the following amounts, and may be paid during regular University business hours at the Parking and Transportation Services office, at any University cashier window, by mail, or by telephone with a credit/debit card. Checks should be made payable to "UI Bursar" with a memo of “parking tickets”. Fines printed on ticket may be different than those listed above. The amount shown on fine schedule supersedes any other amount. Fines are subject to change. There is no statute of limitations for citation billing. (See Section G4.)
Parking and Transportation Services of the University of Idaho does not accept citation payments in coins over an amount of $5.00 unless they have been rolled; for pennies any amount over $1.00 will not be accepted.

6. INCREMENTAL INCREASE IN PARKING FINES FOR REPEAT VIOLATIONS
Fines for numerous identical citations of certain types, within 12 months, will incrementally increase according to the following schedule: for citations listed below, the fines will double upon the sixth iteration of that type of citation per vehicle; fines will continue to double upon each successive sixth citation.
The types of citations which are subject to incremental fine increases are: Over Time Limit, Restricted Area, and No Parking.
As an example, a vehicle receiving successive Over Time Limit citations would be subject to fines on the following schedule: $35, $35, $35, $35, $35, $70, $70, $70, $70, $70, $140, $140…
7. IMMOBILIZATION AND IMPOUNDMENT
University Parking Services personnel may ticket, immobilize, impound, or tow any nuisance vehicles on University of Idaho property. The decision to impound or immobilize will be made by Parking and Transportation Services personnel on a case-by-case basis. Vehicles may be immobilized or impounded for the following reasons:
A. For purposes of the regulation, a nuisance vehicle is any vehicle:
- with three or more unpaid parking tickets over 15 days old;
- parked in a space reserved for persons with disabilities and not displaying a valid disabled access permit;
- obstructing traffic flow, or parking in a fire lane;
- parked in a closed lot, or appears abandoned or disabled;
- not displaying a valid license plate or current vehicle license registration;
- driver/owner has provided false information or attempted fraud to the University;
- illegally parked in Reserved spaces;
- parked in a Service or Delivery space without proper permit;
- failure to comply with specific parking instructions from Parking personnel.
B. Towed or immobilized vehicles may be reclaimed by non-UI faculty, staff, and students after all outstanding monetary penalties related to the vehicle are paid. University of Idaho faculty, staff, and students may provide complete billing identification, including photo ID and a statement that the driver assumes responsibility for the vehicle. In certain instances, payment may be required "cash in full". Decisions regarding the form of payment will be made by the Parking and Transportation Services office on an individual case-by-case basis. If towing/impoundment have occurred, the Parking Committee will provide an opportunity for a post-tow hearing to determine the validity of the tow.
NOTIFICATION: When notification of the tow/impound has not been made to a responsible party within 48 hours (excluding weekends and official holidays), a written notice shall be sent by certified mail to the vehicles owner(s) or the applicable University parking permit holder, and shall include the following information:
The name, address, and telephone number of the UI Parking and Transportation Services office, vehicle description, the authority and purpose of the impound, a copy of these regulations, a statement of how the vehicle may be reclaimed, and a statement of the right to a post-tow hearing.
REQUESTING A HEARING: To receive a post-tow hearing, the vehicle's owner or permit holder must request a hearing in writing within 10 days of the date of the notice. Any such requested hearing shall be conducted at the next regularly scheduled meeting of the University Parking Committee.
The Parking Committee's decision shall be final and binding upon all parties.
H. APPEAL/REVIEW/HEARINGS PROCESS
PARKING SERVICES APPEAL PROCESS: Citations believed to have been issued in error may be submitted for appeal by utilizing the online appeal form at http://uidaho.edu/parking within 15 days of issue of citation. Parking and Transportation Services will not cancel tickets due to mitigating circumstances or disagreements with the regulations currently in effect. An independent, volunteer University Parking Committee makes reviews of any such instances. Faculty, staff and students make up the voting members of the committee. Late appeals are not accepted. Payment is not accepted prior to appeal.
REVIEW BY PARKING COMMITTEE: A request for review of a citation must be on the official online appeal form and received by the Parking and Transportation office within 15 calendar days of the date the citation was issued. The request must set forth the grounds on which the review or hearing is requested; any supporting documents or statements to be considered should be brought in to the Parking office to be included in the appeal. The Parking Committee will only consider materials submitted at the time the appeal is filed.
COMMITTEE ACTIONS: The University Parking Committee acts by a majority vote. The Committee may decide to uphold the citation, dismiss it, or, because of unique extenuating circumstances, reduce the monetary penalty assessed for the violation involved.
NOTIFICATION: A person who files an appeal will be notified of the committee's decision as quickly as possible following the conclusion of the hearing. Delays may occur due to an excessive workload, lack of quorum, or similar circumstance.
IN-PERSON APPEALS: A person with a citation upheld by the Parking Committee may request an in-person appeal before the Committee. Only appeals that present new information in addition to the original appeal will be heard by the Committee; all others will be denied. A request must be filed online, within 15 calendar days of notification of appeal denial. Contact the Parking office for details. If an in-person appeal is granted, an appointment will be scheduled. Failure to appear at the agreed upon time terminates the appeal process.
Following a decision rendered by the Parking Committee by an original appeal AND an in-person appeal (or denied request for an in-person appeal) a final appeal in writing may be made to the Assistant Vice President of Auxiliary Services. This request must be submitted to the Parking & Transportation office for processing within 15 calendar days from notification.
DUE PROCESS REQUIREMENTS: No member of the Committee with any personal conflict of interest in a particular case will be allowed to participate in the determination of that case.
The individual requesting an in-person appeal has the right to testify, to present evidence and witnesses, to hear and question adverse witnesses, to rebut inferences that might be drawn from statements made against him/her, and to be assisted at the in-person appeal by an adviser of his/her choice, and at his/her personal expense.
The burden of proof rests upon Parking and Transportation Services, which will be allowed to call witnesses and submit oral/written evidence.
The committee's decision will be based solely upon matters indicated in the citation, stated in the request for review, or introduced into evidence at an in-person appeal.
I. VISITOR PARKING
Visitors are always welcome on the University of Idaho campus. As a visitor, you are a guest of the University and those who pay for the University parking facilities.
Visitors who wish to park in University lots must obtain Visitor parking permits from the Visitor Center located in the Student Union Building at Deakin Avenue and 6th Street. Refer to the Visitor Page for more information.
Visitor permits are issued daily and are intended to serve the needs of those who are occasionally on campus. A maximum of twelve visitor permits will be issued per person, per year. Visitor permits are valid in Gold, Red, and Blue lots. Overnight visitors may obtain permits for Silver, Green, Purple and Magenta parking lots. Visitor permits are not valid at meters (unless specifically noted), Reserved spaces, Handicap spaces, Service or Delivery spaces, or on the Campus Walkway System.
Vehicles displaying visitor permits are required to comply with University parking regulations as well as with city ordinances and state laws. Any citations received must be paid within 15 calendar days; appeals may be made within 15 days of citation date. See Section H for Appeals.
J. DISABLED PARKING/ACCESS
The University of Idaho strives to maintain a campus easily accessible to those with disabilities. Vehicles displaying an authorized disability access permit or license plate, issued by the University/State/Local government, may park in any of the following areas:
- any regular space in a colored lot,
- Designated spaces within the Campus Walkway area,
- spaces signed for "Handicap Parking Only",
- Timed Areas (e.g.15/30 minute limit, (no time limit applies)),
- meters (no payment required)
If you are mobility impaired, but do not use a wheelchair, please park in any available regular space before taking a Handicap space. This helps maintain the oversized spaces for those with special needs, such as van lifts and wheelchairs.
Vehicles displaying authorized Disability permits/plates may NOT park illegally, in No Parking zones, outside of designated spaces, within FIRE LANES, Service / Delivery spaces or in reserved spaces.
