Enforcement Policy-General

 

Parking & Transportation Services at the University of Idaho is a user-based system. Income derived from the sale of parking permits and collection of monetary penalties assessed under these regulations is used for the administration, maintenance, and improvement of parking facilities.

 

Regulations are enforced at all times, 365 days per year. Exceptions to this enforcement will be prominently posted at individual colored areas, and/or posted on the Parking & Transportation Services website.

 

Regulations apply to all persons who park vehicles at the University of Idaho Moscow campus and as designated by the parking map.

 

Lack of familiarity with the regulations does not constitute a defense for failure to comply.

Parking and Transportation Services reserves the right to make and enforce other regulations and revise current regulations at any time. Policy changes may be announced on the Parking Services website. Please see the full version of the current regulations.


Summer and Academic Break Enforcement

From May 14, 2007 through August 19, 2007, University of Idaho Parking and Transportation Services is observing summer regulations.  We are currently enforcing Gold and Green Lots as well as meters, access to the campus walkway system, reserved, disability, service, delivery and timed spaces and no parking zones.  Parking in Red and Blue lots does not require a permit, but these lost are still enforced for no parking from 2am to 6am.  Silver, Purple and Magenta lots do not require a permit in the summer.  Most Gold lots do not require a permit after 5pm on weekdays; however there are some specially marked spaces that require permits until 9pm.  Parking in Gold lots on weekends does not require a permit.


 

10 Ways to avoid parking tickets on campus

1.    Read the Parking Regulations (before you park on campus).  The Parking regulations are the guidelines the Parking staff uses to regulate its operations.  These regulation are found at our regulations page. 

2.    Familiarize yourself with the campus parking map(s).  Knowing the campus roadways and parking areas will help you in finding alternative areas to park when other lots are full.  A list of helpful maps are found on our Maps page.

3.    Plan ahead.  If driving to campus during the peak parking hours (M-F 9am-11am) plan to give yourself extra time for travel and parking.  Many people are ticketed because they are running late and simply park in the first spot they find. A few extra minutes of planning would have saved them the cost of a ticket.

4.    Avoid parking meters as a daily parking options. Meters should be used sparingly. Invariable your class will run later or a colleague will keep you after a meeting.    Simply running late isn’t a valid appeal and is generally not successfully appealed. See Section C.3 of the campus regulations for more details on meter usage. Buy a permit and avoid the stress of receiving a meter ticket.

5.    Contact Parking for parking information. If you have questions about parking contact Parking and Transportation at 885-6424 or email us at parking@uidaho.edu. Don’t assume others are providing the correct information.

6.    Special delivery needs.  If you are in need of special access to the campus walkway or to delivery/service spaces please contact Parking Services.  The Parking Office can issue temporary permits on a case by case basis.

7.    Enforcement Times. To avoid citations you should familiarize yourself with the specific enforcement times for each parking area.  Each lot/street will be posted with parking restrictions.  Additional parking restrictions may be posted at individual spaces.

8.    Visitor permits.  If you have non-staff/faculty/students coming to campus please contact Parking Services or direct them to the Student Union Building for a FREE visitor permit.

9.    Walk or use alternative transportation.  The University of Idaho is a pedestrian campus that allows easy walking.  The University also encourages campus patrons to use alternative transportation such as Moscow Valley Transit, bicycle and car pooling.  These inexpensive forms of transportation will help you avoid a parking ticket while helping the environment.

    10.   Don’t park illegally-not even a minute.  Putting on your flashers and running in                     for “just a minute” will result in a parking ticket.  Find a legal space and avoid the cost             of a parking ticket.

General Parking Regulations will be enforced at all times, 365 days per year.

General Parking Regulations: Section B

 

The definition of park/parking, as it relates to campus regulations is: The placement or standing of a vehicle, with or without a driver in attendance, and with or without the engine running.  The following list of violations is enforced at all times:

1. NO PARKING ZONES: Parking is prohibited on landscaped areas, by yellow curbs, and where a no parking space is defined. 

2. DISABLED SPACES: Only vehicles displaying valid handicap placards, permits, or license plates may use designated disability spaces.

3. TIMED SPACES: Designated timed spaces may be used by individuals for up to the posted time with no permit requirements. 

4. OBSTRUCTING TRAFFIC: No vehicle, including service vehicles, may park in such a manner as to impede access for emergency services, lot maintenance equipment, sanitation services, or in a manner which would unduly restrict pedestrian or vehicular traffic. 

5. OVERSIZED VEHICLES PROHIBITED: All vehicles must fit within a single parking space. 

6.
DISABLED VEHICLES: In the event that a vehicle is disabled, notify Parking and Transportation Services immediately. Disabled or inoperative vehicles may be cited after 48 hours, even with a valid parking permit.

7. ILLEGAL USE: Display or possession of a permit for which the driver is not eligible, or any counterfeit or altered permit, constitutes an illegal use. 

8. FAILURE TO COMPLY: Drivers failing to comply with specific instructions from parking personnel will constitute a violation subject to enforcement and monetary penalties. 

9.
RESTRICTED AREAS: This is any area with access restricted as outlined in Section D.9 

10. UNREGISTERED VEHICLES: All vehicles parked on University property must display current license plates and registration tags. 

11. SPECIFIC RESIDENTIAL AREAS: All Green lots are enforced at all times.

12. SERVICE SPACES: Service spaces are restricted to Service permits only. Service permits are valid in service spaces, delivery spaces (time restrictions apply), general permit spaces, designated Campus Walkway spaces and meters. Temporary Service permits will be issued on a case-by-case basis by Parking and Transportation staff, with time and location limitations.

13.
DELIVERY SPACES: Delivery spaces are intended to provide short-term parking only for those with Delivery or Service permits. Sixty-minute time limitations are enforced in delivery spaces for all users. Temporary Delivery permits will be issued on a case-by-case basis by Parking and Transportation staff, with time and location limitations. Delivery permits are limited to 30 minutes on the Campus Walkway unless otherwise authorized.

14.
LOST/STOLEN PERMIT: Use and/or display of an individual permit recorded as "lost/stolen" will constitute a "lost/stolen" use, subject to fine/enforcement (see "monetary penalty" schedule).

15.
FIRE LANE: Parking in a fire lane by vehicles other than emergency vehicles is prohibited. Fire lanes are painted yellow and/or have posted signage.

16.
EXEMPT PLATE RESERVED: Exempt Reserved spaces are to be used by tax-exempt vehicles only.

17.
WHEEL LOCKS: If a vehicle is immobilized, refer to outline in Section G.7. of the Regulations.




General daytime regulations are enforced Monday - Friday, 6:00 a.m. to 5:00 p.m.

Day time regulations: Section C

 

Specific enforcement time may be posted at individual spaces. Daytime regulations are enforced in addition to general regulations and definitions.

1. PERMITS REQUIRED: A vehicle parked in a permit area must properly display a valid permit. Permits may be transferred to any vehicle, and/or eligible driver. 

Citations for failing to display the proper permit can be reduced, at the Parking Office, to $5 upon proof of a valid permit.  This must be done within 15 days of the citation or the full fine will remain.

2. RESERVED SPACES: All vehicles that park in a reserved space must display an authorized reserved space placard or a tax-exempt license plate authorized for that parking space. Personal reserved spaces are enforced Monday-Friday 6:00 a.m. to 7:00 p.m. Other reserved spaces vary in enforcement times. 

3. METERS: A vehicle may be parked in a metered space only as long as the time remaining displayed on the meter, or when an appropriate permit is displayed. Multiple citations may be issued (every 2 hours) for an expired meter. It is the responsibility of the driver to notify Parking Services immediately of any meter malfunction. If a meter becomes disabled, it is considered a “no parking” area if not in a color coded lot. If within a color permit area malfunctioning meters will revert to the color permit space.  If a meter malfunctions the driver should notify Parking Services immediately and move to another space. Individual enforcement times are posted at each meter.

4. MOTORCYCLE PARKING: Motorcycles may park only in designated motorcycle parking areas. Areas shown on the parking map are reserved for motorcycle parking; permits are not required for motorcycle parking areas. Motorcycles accessing a regularly marked parking space must clearly display a valid permit or will be subject to citation.  Contact Parking Services for permit display options.

5. SPECIFIC USE AREAS: Areas that are signed or designated for a specific use will be enforced. 




AUTHORITY/ENFORCEMENT


1. University Parking and Transportation Services personnel have been empowered by the University of Idaho Board of Regents to issue citations for violations of these regulations, and to administer a Parking and Transportation Services program.

2. Associated with the University of Idaho campus, all University, city and state traffic regulations, and rules covering the operation and disposition of motor vehicles will be applied, including all civil and criminal procedures. Failure to comply may be cause for official action, including criminal prosecution and civil fines.

3. Non-University agencies with jurisdictions overlapping those of the University are also authorized to enforce appropriate Local, State, and Federal parking regulations independently.

 


 

PERMIT REVOCATION

A parking permit may be voided or revoked for the following reasons:

-Termination of the permit holder's eligibility for the type of permit concerned;

-False information given on the application for a parking permit or a replacement;

-Continued violation of regulations or nonpayment of penalties assessed;

-Use of a counterfeit parking permit or alteration of a permit; or

-Improper or fraudulent use of a permit.

 


IMMOBILIZATION AND IMPOUNDMENT

University Parking Services personnel may ticket, immobilize, impound, or tow any nuisance vehicles parked in areas managed by the University of Idaho. The decision to impound or immobilize will be made by Parking and Transportation Services personnel on a case-by-case basis. Vehicles may be immobilized or impounded for the following reasons:

A. For purposes of the regulation, a nuisance vehicle is any vehicle:
-with three or more unpaid parking tickets over 15 days old;
- parked in a space reserved for persons with disabilities and not displaying a valid disabled access permit;
- obstructing traffic flow, or parking in a fire lane;
- parked in a closed lot, or appears abandoned or disabled;
- not displaying a valid license plate or current vehicle license registration;
- driver/owner has provided false information or attempted fraud to the University;
- illegally parked in Reserved spaces;
- parked in a Service or Delivery space without proper permit;
- failure to comply with specific parking instructions from Parking personnel.
